Is the Horn of Africa conflict system poised to take on a new direction?

There is not enough water to satisfy Horn of Africa's rising demand

Several events:
1. The signing of the Nile Basin Cooperative Framework by riparian states despite stiff opposition from Egypt and Sudan
2. Frequency of cross-border ethnic conflicts over water especially by pastoralist communities
3. There is a general increase in regional governments’ desire to improve food productivity and stem endemic hunger

This is an ongoing study.
